As you are aware the deadline for implementing the ISPS Code is July 01, 2004. The ISPS code is intended to be a means to mitigate risk through management.

Part A of ISPS code is mandatory and Part B is the guidelines. While several Flag States require only the implementation of Part A of the code, USCG requires implementing Part B of the ISPS Code.

USCG has also implied that they will expect all vessels calling US ports will have to comply with Part B of the ISPS Code.

Thus you will no doubt need full compliance with Part B of the Code.

The ISPS code requires the Company Security Officer (or delegated consultant) to carry out a Ship Security Assessment, (SSA) which would lead to the development of the Ship Security Plan (SSP).

Before Initial Verification for issuance of the International Ship Security Certificate (ISSC)

  1. The SSP has to be implemented on board the vessel for a minimum period of 60 days
  2. The SSP to be approved by a Recognized Security Organization (RSO)
  3. Conduct drills, exercises and training.
  4. Conduct Internal Security Audits and Reviews of security activities.
  5. Conduct maintenance, calibration and testing of security equipment.

RSOs are suggesting that the SSPs be submitted before December 31, 2003 due to impending approval overloads. Rejection of the SSP would require re-submission by the company and going back to the end of the "pending approval" line.
